That, dear kids, is why you shouldn't let marketing sell you shit the dev team can't deliver. Don't hate on the developers. Hate the bobos, the slick, 3000 dollar suit type of asshole that only thinks about bottomlines. I swear to you the people actually making the game want to give you the best stuff they can, but they get rushed by management to deliver sonething quickly and as cheap as possible.

I worked on a trailer for a ubisoft game once and we were substantially less than any dev teams, 2 or 3 tops (including the editor) together. What they would do doesn't require a big team, they just pushed the graphics beyond stable limits and then would catch slow mo shots. It's kind of neat but obviously somewhat dishonest. They reached graphical limits that no customers could real achieve, often breaking and crashing the game entirely.

Developers also expect their games to be as good as they appear to be on the trailers/teasers. However, there are many hard decisions to make in order to fullfil the deadlines (and the launch date). Commonly the problem is that they overestimate their ability to meet this deadlines efficiently.

Fallout 76 is not bad, the game itself could have been great if it wasn't a fallout title (That's not rly the type of games fans wanted). Also, it should have a middle range price since the game feels more like a middle range survival game than a AAA rpg games. I've already put quite a couple of hours into the game and will most likely put more into it, it's still a fun game, but you kinda need to dissociate it from fallout 3, NV and fallout 4

Actually trailers are outsourced. But you could replace the trailer by micro-transaction/cash shop team and it'll work fine.
